He suspects that dissidents were the ones who were behind the burial.  He makes inquiries and demands to find out who is behind this.  Finally it was revealed that it was Antigone who wrote it.  Despite warnings from the prophet, Creon still refuses until Antigone and her sisters commit suicide.
