Alliteration is used in the first two line "The wind sings in it's turnings The water murmurs as it goes," the words, sings, turnings, murmurs, and goes all have the letter "s" at the end. The effect of the sound device on the overall meaning of the poem is that at the end of every stanza it says wind water, and stone in the order they were in according to the line, that gives off a deja vu feel when reading the poem.
