The Sea is calling

I am standing at the edge of the sea
Looking at the blue as far as I can see
The waves that are dancing high and low
I watch the water come to me and go

5. I am standing with my feet on the sand
The soft, cold grains still without demands
I feel them sink a little near my toes
How many are there? Nobody knows

I am standing with my fingertips on the water
10. The roaring surfs hum like nothing else matters
As seagulls hover above me, not too high
I hear their call. I, too, want to fly
Problem:
Which of these is true about the structure of this poem?
The first line in each stanza has the same beat
The repetition creates urgency or need for action
The repetition emphasizes or stresses on an idea
