Their intellect allows them to see curruption and solutions to conflicts. Smart people make dangerous enemies becuase they make great leaders. A revolution only needs one great leader to start a chain of events. The government, hoping to stop a rebellion before it starts, may keep citizens from educating themselves so they are easier to control.
