Does the Inferno suggest that people suffer in Hell because they are victims of cruel fate, or does it suggest that they suffer in Hell because they made poor choices?

Dante's Inferno suggests that people are there because of what they did in their life, that is if they were to make poor choices.

For Example if you were Greedy(gluttony) this meant you were overeating and in turn your punishment was to eat something quite unpleasant
