My answer from part a was:
The authors perspective he feels that the storm is not damaging, and that the winds are soft to him. The tone is formal, and the theme of the text is that nature should be shown love and respect. The author personifies nature to make nature feel more alive and he would probably be very disappointed because of all the deforestation, or the way people are treating this planet which causes harm to nature.
