I think character development is the development of a character. Develop means the growth of something or the maturing. In fiction writing, character development is the process of building a unique, three-dimensional character with depth, personality, and clear motivations. Character development can also refer to the changes a character undergoes over the course of a story as a result of their actions and experiences. In a movie or story you can see the character changing their actions and emotions and maybe adapting. You can compare and contrast from the beginning of the story or movie of the character to the end.
