1) 40 year olds are more likely to vote than 20 year olds because, in general, younger citizens vote at lower rates than older citizens.

2) Most campaigning officials will target older citizens because younger citizens vote less, according to research consistently dating back to the 1940's. Because of this, younger citizens are less likely to be courted by campaigns.
