What's wrong with the bell in "The Adventure of the Speckled Band?"

But the weird part about this particular bell was that it was "a dummy", and "it is not even attached to a wire.[. . .] it is fastened to a hook just above where the little opening for the ventilator is." This means that the bell was just a means for something else other than summoning the housekeeper.
