Moira's Decision Moira disconnected her headset and, sitting back in her antigravity chair, thought about the next move she was about to take. Deciding where to send the last of the air trees was a decision she was not ready to make. The city of Narvoro, located in the depths of the Pacific Ocean 1,000 miles from the island of Oahu, was the first city to make a request for the highly coveted air trees—the most efficient underwater oxygen producers ever designed. But it was the less wealthy city of Komorisa in the Atlantic, off the coast of Maine, that needed the air trees most. Opting to simply dispense the trees to Narvoro would be an easy thing to do. Their early application alone was enough to justify the decision to hand over the trees to their council. And on top of that, the rich price they were willing to pay in return for the trees would surely benefit the federation in countless ways, including funding education and infrastructure improvements for less solvent cities like Komorisa. But it wasn’t that simple. The people of Komorisa needed the air trees more than they needed anything else and despite their ability to pay the federation for the trees, there was value in making that choice. Moira's heart was a knot and her head was a hurricane. How could she possibly make this decision without upsetting anyone? And then it hit her like a bolt of lightning. “I know exactly what to do!” Moira said.
