The RUF tattoo showed that a person was a rebel (or belonged to the Revolutionary United Front (RUF)) during the Sierra Leone war.

So the person is marked out for persecution as a rebel.  The sign tells of affiliation with the Revolutionary United Front, a deadly militia during the war.
