This student is arguing against school choice. Which statement best serves as the writer’s claim? School Choice: Good Intentions, Extremely Harmful

[Since the desegregation of schools in America, the question of school choice has been at the center of many heated debates.] Some argue that charter schools or school choice programs put public schools at risk.
