The press could be involved in any of these, but I think C is the best choice. Why C? Because the phrase "yellow journalism" was coined during the Spanish-American War. This phrase refers to facts that has been skewed or made up in order to further a goal. In this case, I think a ship was fired on or some explosion happened. One thing led to another and war broke out. After the dust settled, it turned out that the Spanish didn't fire first at all. So it was either an accident or something more criminal happened.
