Cultural differences should or should not be considered when discussing deviant behaviors? ?

Cultural differences should be considered in discussing deviant behaviors. Certain behaviors are considered rude or impolite in some cultures and in others they are totally normal. In order to understand the intent of an individual in assessing their behavior it is important to consider their culture as well.
