Hammurabi was the 6th King of Babylon. He succeeded his father and began ruling the kingdom under a strong grip. He even made a code of conduct which the people has to follow. Though this code of conduct wasn't the first rule for the people, it is the first of it's kind that gives more strict rules and judgement on the perpetrators.

The epilogue of Hammurabi details how he is the supreme ruler whose orders and laws must be revered and followed. He even mentioned that future rulers should not change it.
