I think it's "I'd rather be fishing. " At first I thought it was "Its raining cats and dogs outside! " but then I noticed that the "its" was in the wrong form. It should be "IT'S raining cats and dogs outside! " (It is raining cats and dogs outside!) Hope this helps sorry if I'm wrong.

it's like watching a fable, it's not really about the animals but rather it has a meaning that is understood by us and that is implicit, not explicitly said. implicit ideas are common and are used in almost all works of art, from writing to painting to sculpting.
