From the Proletarians nothing is to be feared ... They could only become dangerous

highly; but, since military and commercial rivalry are no longer important, the level of
popular education is actually declining.
The only way the Proletarians could be a threat to the government would be if
they were better educated. But since world-wide socialism has eliminated
competition in the military and in business, there is no need to educate
them.
The working class is not a danger to the government because they are not well-
