To get a second child, they must go through an application process.  On Earth, biological mothers often raise their own kids, but now there are Birth Mothers who are responsible for producing up to 3 children.  The facility of Nurturers are there to ensure that they are of the appropriate age and desired health level before they can go to their family unit.  Each family should not contain more than 2 children.  There is a stopping place for the amount of kids and this assists in the regulation and upkeep of the community.
