It seems pretty clear to me that the character of Judge
Holden in the novel Blood Meridian doesn't represent evil.
He's more like a force of nature than a villain.

I agree. The long speech that he gives about war shows
that he doesn't believe in any moral law. He doesn't agree
with it or disagree with it, he just doesn't care. A hurricane
or a tornado wouldn't care either.
