Article Five of the United States Constitution describes the process whereby the Constitution, the nation's frame of government, may be altered. Altering the Constitution consists of proposing an amendment or amendments and subsequent ratification. Amendments may be proposed either by the Congress with a two-thirds vote in both the House of Representatives and the Senate or by a convention of states called for by two-thirds of the state legislatures.To become part of the Constitution, an amendment must be ratified by either—as determined by Congress—the legislatures of three-fourths of the states or State ratifying conventions in three-fourths of the states.[2] The vote of each state (to either ratify or reject a proposed amendment) carries equal weight, regardless of a state’s population or length of time in the Union.

Additionally, Article V temporarily shielded certain clauses in Article I from being amended. The first clause in Section 9, which prevented Congress from passing any law that would restrict the importation of slaves prior to 1808, and the fourth clause in that same section, a declaration that direct taxes must be apportioned according to state populations, were explicitly shielded from Constitutional amendment prior to 1808. Crevecoeur saw America as the solution to everything he did not like in Europe, he had a romantic and utopian view of America as the land where all people are self-reliant, pragmatic, hardworking, who harbor a freedom that Europeans never experience. Crevecoeur believed that America was a land that allowed anyone to run after their goals, because everyone has the chance to have land and not have to pay the nobles for it, which meant that in America each man works only for himself and he lived from his own effort.

Society works better, people are healthier, the government is completely fair, there is no war, etc. Utopias, however, are too good to be true, and therefore, are impossible representations of the world. In the case of Crevecouer, his representation of America is an example of a utopia. He believes that America is a land where every person can achieve his or her wildest dreams. Families can be healthy and united, poverty is non-existent and everyone has unlimited opportunities for development. He also believes that everyone in America can own land, and that this can happen without having to ask for permission from the nobles. This image is too perfect to resemble the reality of America, therefore, it classifies as a utopia.
