Read this summary of the topic that is the focus of the
speeches: states' rights.
Presently, the United States Constitution gives rights
or powers to state governments that are distinct from
those given to the federal government. According to
the Constitution, states have the power to make
certain decisions, such as how to run public schools.
Another example of powers reserved for states is the
ability to control and carry out all levels of elections,
whether they are national, state, or local races.
However, there are some powers, like declaring war,
that are given only to the federal government.
Now, have a discussion with a friend or family
member to talk about these questions:
What is the main point the author makes about
the topic?
How did you figure that out?
