Background Information In 1787 a Constitutional Convention was called to amend the Articles of Confederation, the first written constitution of the United States. The Articles severely limited the power of the central government and prevented it from meeting many challenges in the country’s first years. The Constitution did not have one predominant author because it reflected many compromises needed to resolve differences between large and small states, Northerners and Southerners. When the Constitution was originally ratified by the states in 1788, not all Americans supported it. Anti-Federalists claimed that it did not do enough to protect the people’s rights from the powers now granted to the federal government. So, Congress added the Amendments that became known as the Bill of Rights. The final document sought to create a balance between a strong, workable central government and individual liberty. The Bill of Rights, adopted as the first ten Amendments to the Constitution in 1791, strengthened the original document’s protection of individual and states’ rights.
