Explain the relationship between liberty and factionalism in the federalist papers

In the opinion of James Madison, there were only two ways in order to keep control over a faction: removing the faction's causes and controlling its effects. However, it is nigh impossible to remove the causes of a faction, but Madison recognized that there were indeed two ways to do so: destroying and removing the freedoms and liberties of the individuals or have it that every individual bears the same interests, personality, and passions. Removing liberty from the lives of any individual, no matter who they might be, would be immoral and cruel, therefore it is not an option. Forcing every person to, essentially, be the same person is also a nonviable solution. As a result, there is no way to remove the causes of a faction without infringing on the liberties of all citizens. Thus, the effects of these factions roaming about in America must be accepted; factionalism and liberty share a close relationship.
