Why does shakespeare use the image of heaven peeping through the blanket of the dark

In literary analysis, heaven peeping through the blanket of the dark can have two interpretations for this.

1. Shakspeare must have wanted to visualize the glimpse of sunlight during the storm in a creative sense; or
