I would pick the first one. It's always nice to get a statistic to back up an argument.

The source of the money is not really a factor, because the menu is determined by the employees of the school.

Though salads and meatless pasta would add variety to the menu, in itself it is not a reason for switching to these dietary choices. Without mentioning vegetarians, someone could argue that increasing the menu could add expenses. (Vegetarian dishes can be expensive, especially if they involve nuts).

The last one is your second best choice, but again, money becomes a factor. The problem with being a vegetarian (I am one) is not protein. Many things will do and they are cost effective (like beans). The problem is something like B12. Some things like eggs milk and cheese would send a vegan out the door quickly (animal products are plain forbidden). Trust me on this, even vegans have trouble with rice milk or soy milk (unless it is fortified by sugar). These milks are really flat and, well, tasteless.
