we use être à to show possession, or what belongs to whom.
* you usually only see the verb forms and since you’re talking about an item.

ex:

le livre est à moi. les crayons sont à paulette.
to ask to whom something belongs, you can use à qui ….

ex: à qui est la voiture? à qui sont les chaussettes?
