I would say that A subsidizing day-care for large families would not be included in China's policies to curb population growth. Given that China has something like 1 1/2 billion people it is understandable some population control because there could be over crowding with too many people and too much of a strain on limited resources. 

Developed countries will see a decrease in natural resources, because their population will decrease.
