Ideograms are symbols used in the writing system of Chinese. It does not represent the picture or the object but the idea that object is trying to project or pictured. Chinese characters are derived from ideograms in which their characters are represented by words/phrases. 

It cannot be parts of complete words. It IS the word or the phrase itself. 

It doesn't even represent the letters of the Chinese alphabet because, in the first place, they don't have an alphabet. "Pinyin" is not a Chinese alphabet, it's just a method used in children's books to syllabicate words to simplify their characters. 

They can be interpreted in diverse ways but can't be written in many different ways.
