Norway is often considered part of Northern Europe because Norway is a Scandinavian country in the North of the European Continent. Norway is also considered part of Western Europe because of its geography and also because of its economic development to a degree as it is not considered part of Eastern Europe like Poland or former Soviet states. 

This would be an open primary. a closed primary people can vote only prior to election day if the party if they are registered. independent voters can not participate. there is not a wide-open primary, but there is a semi-open primary.
