In pastoral hinterlands, goodwill matters the most. House and properties can be given out for free so far it will promote the outlook of the community. The ruler is usually the custodian by culture, the owner of all lands.

the proximity of water was an advantage to western europe and its culture was able to flourish as a result. trade and travel by sea were easier and safer in historical times.
