Some people say it is a vital tool for the minority to exercise their rights, and others that it is a waste of valuable time and a destructive attempt to force the hand of the Senate. Using the material in this lesson as well as additional information you gather, write a short persuasive essay of 150 words in which you argue either position or another position of your own.
