The converse is basically something reversed, for example,

"If the shape is a square, it is a rectangle"'s converse would be

"If the shape is a rectangle, it is a square"

So it doesn't necessarily have to be true.

So in this case, it would be,

"If there are 31 days this month, then it is January."

I'm pretty sure that the answer is c.
