Describe the general level of tariff rates between 1820 and 1860

Tariffs were charges that were levied on the importation of goods in the 19th century. The tariffs were also used for protection, and it largely benefitted the manufacturing business in the northern parts. The use of tariffs spawned political favoritism and corruption for some industries against others. Therefore they played essential roles in the earlier development of the theory of constitution. However, they occupied a distance place of slavery, but the tariff arguments attracted the attention of Congress in 1860.
