The test legal case was financed to contest the discriminatory fees and revenues against the intercalary of the insurance companies in other states of U.S.A.

Explanation:

In 1869, the U.S.A National Board of Fire Underwriters paid up for a legal test case to combat against the discriminatory taxes that were assigned against the insurance companies of different states of U.S.A.

In the case of Samuel Paul, a producer of insurance company, the allegations of selling fire insurance without license on him was defended by the lawyer of the company in Supreme Court stating Paul’s legal permission for selling.  

However, Supreme Court decided to allow the insurance companies to continue and exempting insurance between state commerce.
