answer: this is caused by not bathing him regularly. this actually happened to my lab. you need to give him 2-3 baths a week for about 4 weeks. i know it’s a lot and trust me it’s too much with a big dog. abut it works. you need to get all of that dirt and grime from the area. but be gentle.
