Why can’t a starch molecule enter a cell right after a person eats a meal with starchy foods in it?

Starch is a macro-molecule, meaning in it's current form, the molecule is too large to enter the person's blood vessels or cells. Starch needs to be broken down into glucose, this is the only way the carbohydrates can reach a person's cells. That process takes time.
