You are considered to be driving while under the influence of alcohol if your blood alcohol level is 0.2% or higher. If you are convicted of this offence, you will receive a one year licence suspension, if you are a first time offender. The percentage of BAC is this low because there is zero tolerance for minor [less than 21 years of age] drinking. It is illegal for a minor to consume alcohol.
