Which state was the first to enact a nurse practice act npa

Although North Carolina was the first state to enact a nurse registration law in 1903, it looks like New York was the first state to actually enact a law in 1938 that explicitly defined the powers, limitations, and requirements for being a nurse. By the 1970s all other US States had followed suit.
