In which area does congress most often defer to the executive?

The United States Congress most often defers to the executive in military and foreign policy matters.  Congress tends to do this because the president is the commander in chief of the U.S. armed forces.  Furthermore, the U.S. president is more likely to have communication with--and relationships--with foreign leaders.
