Who broke the compromise of 1850 into sections allowing it to get passed?

Stephen Douglas broke up the compromise into different parts because he wanted it to get passed. He reintroduced each resolution one at a time so they could obtain a majority vote for each measure individually. Any individual congressman could vote for the provisions that he liked, abstain from voting, or vote against the ones he didn't like. It appeared as though Douglas had found the key for getting the entire compromise passed.
