President incurred the wrath of many veterans' groups by granting unconditional amnesty to roughly 10,000 men who fled the united states or had gone into hiding to avoid military service in the vietnam war.

Three years after Ford granted conditional amnesty to draft dodgers, President Jimmy Carter granted a pardon to most draft dodgers without a requirement of public service.  This was in fulfillment of a campaign promise where he’d promise to grant unconditional pardons to men who had evaded the draft during the Vietnam War
