What did leaders in new territories do to convince new settlers to move there?

They granted suffrage to all white men and also made the land very inexpensive. It was possible for settlers to move there and have a very large plot of land for not very much money, Granted suffrage to all white men.  Men were given the right to vote even if they didn't own property.
