Why did small states fear the virginia plan?

Smaller states feared the Virginia Plan because the larger states would have more power and the smaller states feared that the larger states would ignore their interests.

i believe the correct answer is option b. most eastern european nations joined nato.

though i could be wrong, option d. the eastern european nations were granted complete independence, would be another choice.
