Federal organization is a political system in which the functions of the government are divided among a group of associated States, first, which then delegate powers to a central federal state.

In the case of North America, there are a series of laws which objectives are giving precise empowerment to the states. That´s a clear policy that tell us even the government is centralized,  powers are shared, and regulated by different legislation.

The Federal Government of the United States is the national government, a federal republic in North America. United States Government" is often used in official documents to represent the federal government as distinct from the states collectively.

in this case one person acting as a role model and influencing other to work as one person to accomplish a certain misson or purpose.
