What do you think made the constitution a stronger government than the articles of confederation

The Articles of Confederation were failing.  The central government was so weak that it could not function.  The central government was unable to collect taxes, raise an army, enforce treaties, and enforce laws.  The lack of Executive and Judicial branches did not help.  With all these weaknesses in mind, it was clear that a new approach had to be taken.
