Why would the clergy and nobility to reform the country

In the fall of 1786, Louis XVI’s controller general, Charles Alexandre de Calonne, proposed a financial reform package that included a universal land tax from which the privileged classes would no longer be exempt.

To garner support for these measures and forestall a growing aristocratic revolt, the king summoned the Estates-General (les états généraux) – an assembly representing France’s clergy, nobility and middle class – for the first time since 1614.

Basically the people were revolting and so the king needed to fight back

the ancient greek people valued the "country's laws" and expected citizens to show "respect" to such laws. however, the people valued divine authority above human authority and expected their leaders to honor the gods through their laws. they believed that those who respected the gods and ruled according to divine authority would obtain "high honors" by the people.
