What steps were necessary to centralize government of england and france

During high and late   middle ages governments were highly decentralised d our days concept of police-state didn't existed (the begining of states as we know it emerged from philosphy of hobbes in 17th century) but early modern era was period when absolutism was on rise first steps to centrlize power was lower role of local governments and parliament, another step was giving more power to sovereign, third step was cretion of central budget with central taxas and fourth step creation of standing army depneded only from central authority paied by central budget so that monarch wasn't in need to depend on knights nd nobility which was main social estate which controled power of the monarch
