What should happen to countries that are on the losing side of the war?

Is this a random question? If so, I think that countries on the losing side of the war have already lost to the opponent for the reason they were fighting for. Is that not punishment enough? On top of that most countries that go to war could be 3rd world countries and probably can't afford to lose anything else or can afford to go to war. Respond to my answer if it were not quite what you were looking for so that I can give feedback on what you were looking for. both are true, the congress does have the power to create banks, even if this power is not specifically described in the constitution, since there is nothing restricting it and there is power given to the congress to make "all laws which shall be necessary and proper". maryland was not allowed to tax a branch of the national bank operating there, and the supreme court decided that no state could. both of these topics were discussed in a decision of the mcculloch v. maryland case in 1819.
