During their time the articles of confederation came out, there were only 13 states, and those were the states that had a chance to vote on a law. Because of the Articles of Confederation, in order for them to pass the law for the country, at least 9 out of the 13 states must vote for the law. If they have anything less than votes for the law, the law will not be passed.
