3-No taxes would be levied without the authority of the Parliament. Just the British Parliament has the authority to levee new taxes that are appropriated for the nation. The taxes would be applied to attend government issues and for the benefit of people.  

4-No excessive fines or cruel punishment should be imposed. The punishment should be imposed with justice and in fairness. There was no necessity to be cruel to no one.
